On behalf of the Congressional Research Service, the Lyndon B. Johnson School of Public Affairs at The University of Texas at Austin conducted a policy research project to examine innovative public- and private-sector strategies to raise efficiencies and reduce delays at multimodal freight hubs and along transportation corridors. Researchers gathered information from literature reviews, websites, telephone interviews, and site visits to each of five states. The interviews with officials at state and local agencies, private firms, and transportation associations provided insights and an understanding of efforts to maximize efficiency in the transportation network throughout the United States. This report highlights the key findings of the research, discussing the advantages and disadvantages of several innovative projects, practices, services, and financial arrangements.
