dc.description.abstract | This report explores small-scale detached condominium regimes in Central Texas. Small-scale refers to 2-unit properties, presented as single family homes with accessory dwelling units (ADUs). These units are commonly sold separately, circumventing the typical lot subdivision process. This is possible by utilizing the City of Austin’s ADU regulations and the State of Texas condominium regulations. This report finds that this process has been largely pursued by for-profit developers, and that the resulting housing units are not affordable for the typical resident. The report examines this process as a method for homeowners to pursue. Homeowners vulnerable to increased housing costs (those with low-, moderate-, and fixed-incomes) could build an ADU to sell (or sell an ownership interest in their land, to allow another entity to build and sell an ADU in their backyard) as a way to generate additional money and prevent displacement. A financial analysis finds that as the developer changes from “for-profit developer” to “non-profit developer” to “original homeowner as the developer” that the profits for the original homeowner increase; however, the regulatory and financial barriers also increase impacting the feasibility of the project. | |
