The debate over the value of tax incentives as an economic development tool is primarily based on disagreement over the ability of state and local governments to act rationally and competently to improve the welfare of their residents. The real challenge, then, is to develop decision rules and regulations that would encourage officials to act with greater fiscal integrity in the granting of tax incentives.en
