But unlike typical national security threats, economic espionage is also–and perhaps most immediately–a threat to American businesses. The frontline against economic espionage is not made up of typical national security actors; the frontline is made up of American companies, big and small. And American companies stand to lose a great deal. This report surveys current approaches to the economic espionage threat in law, policy, and private sector practices. Adequately addressing the threat requires a robust response from both the U.S. government and U.S. businesses. The responses of both, at present, are insufficient
