SUBJECT: Farewell Call by Romanian A bassador 
The Ron1anian Amb s sador, Petre Balaceanu, will be leaving N"ashington in n1id-June. He would like to make a very brief farewell call, any time between now and June 9. 
B laceanu came in 1961. He is a reasonable man, not given 
to lecturing. And during his tour, Romania broke away from oscow and US-Romanian relations have improved greatly. ithin th past few months alone, Buchar ,st has established 
relations ith Bonn (the only Eastern E ropeans to do so), has boycotted the Commuuist sununit in Karlovy Vary, and has, by i nuendo, accused the Soviets of trying to subvert the R omanian Pa:rty. 
Your willingness to receive Balaceanu would be appreciat d in Bucharest. We do not know yet what job Ba.lace nu is going to, but it ill probably be a high .conon1ic post in Bucharest.
