Research and Development: Innovations in Manpower Policy

This paper was presented at a conference on "Manpower Policy: The Second Decade," commemorating the tenth anniversary of enactment of the Manpower Development and Training Act of 1962 {Washington, D.C., March 16-17, 1972). The main purpose in this paper is to discuss the nature of manpower research and development activities of the DOL as they have emerged over the last 10 years.
