Abstract

The Ray Marshall Center analyzed several different child support collection strategies to determine their cost effectiveness. The strategies studied included round-up of non-custodial parents who were delinquent in their child support payments, increased pass-through of child support payments to custodial parents on welfare, and enforced access and visitation privileges for non-custodial parents. Each analysis measured the cost-effectiveness of a given collection strategy.
