This thesis will investigate the differences between public and private projects and how their performance is driven by best practices and project delivery systems as well as cost growth, change costs, and schedule growth. This research includes data from 341 public and private projects contained in the Construction Industry Institute Benchmarking and Metrics database. Various statistical comparisons are performed, and conclusions and recommendations are given to the practitioner.
