The diplomacy of the Bagdad Railway is a story of rivalry among European imperialisms. It is more particularly the story of Germany's quest for markets and raw materials in Asiatic Turkey and her collision there with the deep-rooted interests of Russia, Great Britain, and France. Perhaps no scheme of economic imperialism did more to poison the relations of the European great powers in the quarter century preceding the World War than did the German-promoted railway which was to have linked the Bosporus with the Persian Gulf. In my attempt to trace the development of the scheme from its inception to its collapse as an international undertaking, I concern myself primarily with its diplomatic aspects between the years 1888 and 1903. Professor Edward Mead Earle has, in his Turkey, the Great Powers and the Bagdad Railway, (New York, 1924), already given an adequate treatment of almost every phase of the question except that of diplomacy. He did not, however, have access to the recent exhaustive compilations of diplomatic correspondence and other source materials which are now available, and his book requires much revision in the light of this new evidence. Partial use of this new material has been made by Paul K. Butterfield, The Diplomacy of the Bagdad Railway, 1890-1914, (Göttingen, 1931), but only a brief and incomplete sketch is given of the years 1888-1903 when the scheme was taking shape as a purely German undertaking
