dc.descriptionThe objectives in this investigation are as follows: 1. To ascertain the degree of centralized control of state higher educational institutions in each state. 2. To study the results of centralized control. 3. To find out the fiscal procedure of these institutions with reference to legislative appropriations. [...] The method of procedure in this research includes: 1. A study of the literature relative to the subject, including masters' and doctors' theses, magazine articles, survey reports, and other publications. 2. An investigation of the constitution and the laws of each state, in so far as possible, which relate to the problems and which were in force January 1, 1935. 3. A questionnaire investigation in regard to points in the law that are not clear and definite. 4. A questionnaire investigation relative to the results of centralized control involving seventeen college and university administrators in the following states: (1) California, (2) Florida, (3) Georgia, (4) lowa, (5) Idaho, (6) Kansas, (7) Mississippi, (8) Montana, (9) North Dakota, (10) Oregon, [and] (11) Tennessee. 5. A questionnaire investigation relative to the results of centralized control involving the state superintendent of public instruction or the commissioner of education in California, Louisiana, Montana, North Dakota, and Tennessee. A request made of one or more institutions in each of the following states for financial reports for each fiscal period beginning with the period before centralized control went into effect and including the last fiscal period: (1) California, (2) Florida, (3) Georgia, (4) Idaho, (5) lowa, (6) Kansas, (7) Louisiana, (8) Mississippi, (9) Montana, (10) North Dakota, (11) Oregon, [and] (12) Tennessee. 7. Examination of courses of study of leading institutions in the various states to determine the degree to which one institution duplicates the work of that offered by another institution in the same state
