Abstract

As an increasing number of TxDOT highway projects are completed in congested, interference-prone environments, timely utility adjustment is more critical than ever before. This study investigates effective implementation of a utility adjustment approach that involves combining the required utility adjustment work with the highway contractor’s scope of work (the CTUC approach), theoretically reducing much of the commonly associated challenges and risks. This report contains a review of current literature, analysis of the CTUC vs. conventional approach decision making process, description of the CTUC adjustment process model, and a discussion of benefits and challenges associated with the CTUC adjustment approach
