The government-business relationship, and the strategic position therein occupied by the public-interest concept, has long been of considerable interest to me. Because it is an ever-changing relationship, studies made and theories formulated thirty or forty years ago seem inadequate today. This study is a re-examination of the development of this government-business relationship in an attempt to understand the role played by the public-interest concept
