This letter and accompanying document appears to have been faxed from "Argentine Mission" at a Washington D.C. phone number: (202) 328-1591. The pages are marked as pages 2-4 of a six-page fax. The other pages are missing. The first page is an introductory letter to Santiago Cantón, Executive Secretary of the Inter-American Commission on Human Rights (IACHR or, in Spanish: CIDH) and signed by Martín Gómez Bustillo.
