Abstract
This paper documents the role of federal contracting policies upon selective or uneven interregional urban development and specifically focuses on the impact of military and defense related subcontracts upon the growth and development of the Sunbelt. In particular, the "power shift" of capital accumulation and investment to the efficient and expanding Sunbelt cities is specifically correlated with the fiscal expenditure patterns of a political-economic state that maintains its legitimacy through the para-ideology of efficiency and a continually expanding economy
