In order to prevent future tragedies, improvements in flood preparedness at the local level must be a priority. The emergency response community needs accurate and timely information to effectively protect lives, property, infrastructure, and the environment. This thesis investigates improving the level of flood emergency response at the local level by 1) using downscaled ensemble forecasts to extend forecast lead teams and incorporate uncertainty, and 2) by creating a flood map plan for high priority reaches using Austin, Texas as the case-study area.
