Abstract

This thesis reexamines the involvement of Secretary of the Treasury Henry Morgenthau in the planning for post-war Germany. His role in the process has generally been criticized. This thesis evaluates his participation in a broader context and argues he made a positive contribution. His proposals were more closely aligned with the views of President Roosevelt than those put forth by either the State Department or the War Department and had a material impact on the final occupation guidelines.
