dc.descriptionSince 1954, when the U.S. Supreme Court ruled on Brown v. Board of Education, equal educational opportunity has been an objective of federal educational involvement. A number of federal activities undertaken since that time have affected attempts by local school districts to achieve equal educational opportunity. Although these federal initiatives share a common general goal, they sometimes employ different strategies and approaches to it. This study, undertaken by a group · of graduate students and faculty at the LBJ School of Public Affairs, looked at conflicting federal directives and gaps in federal education policy from the perspective of the local school district.en
