Abstract

This report reviews the third phase of a three-phase project to develop and implement a pavement design and management system for low-cost, low-volume roads, in particular Forest Service roads. The specific objective of this phase was to implement a pavement management system called LVR (for low-volume roads) that was developed in Phase II. The implementation was carried out on a trial basis in selected Forest Service Regions. Three training sessions instructed approximately 70 Forest Service engineers and planners from different parts of the country in the operation of program LVR. Following the training session was a one year period of program trial usage by the Forest Service. Changes were made in the program as users discovered inconsistencies or "bugs" in the new system. The report includes results from a sensitivity analysis of the program, and an examination of the Rutting Prediction Model. Recommendations include revising the aggregate road failure models, and the establishment of a Forest Service system data base.
