This report on desegregation in Texas is the product of a policy research project conducted at the LBJ School in 1979-80 under a grant from Title IX of the Higher Education Act of 1965 . The study examines the background, implementation, and impacts of the statewide desegregation order issued in 1971 as a result of a suit brought against the State of Texas by the federal government. It then makes recommendations to the Texas Education Agency for improving the organizational locus for the order's enforcement, the procedures surrounding its implementation, and the prescribed sanctions.en
