This report, the first of two volumes, was produced by a policy research project in the academic year 1979-80. The study, funded by the City of Austin, the Texas Department of Human Resources, the Henry J . Kaiser Family Foundation, and the Lyndon Baines Johnson Foundation, developed a series of techniques to assist the City of Austin to deploy and manage emergency medical service vehicles. This volume provides statistical data about the Austin EMS system, including geographic and temporal distribution of historical EMS calls, geographic and ethnic distribution of the population, and performance of the current configuration of EMS vehicles. It then offers a vehicle deployment analysis which identifies alternative sites for basing service vehicles.
