This report is the outgrowth of a policy research project conducted at the School during the 1977-78 academic year. The study, funded in part by the Environmental Protection Agency, and the Ford Foundation examined issues of community response to implementation of the Safe Drinking Water Act. Students and faculty prepared briefing papers, which are presented in this report, on water provider options to cope with the legal, administrative, economic, and engineering implications of the Act.
