These documents include two articles written by Paul Leventhal, "Congress Yawns at Japanese Plutonium" and "Plutonium, Japan and Nuclear Terrror", Leventhal's testimony for the House Foreign Affairs Committee (March 2, 1988), and a letter to the editor of the New York Times from April 1988.
