Studies in information technology and organizational sciences have identified a number of human and organizational issues that impact the effectiveness of organizational information systems. These studies have focused primarily on systems developed and operated by trained information technology specialists. There has been little comparable research on the intranet, the first organizational information system to be developed and operated collectively by ordinary organization members. This study was conducted to identify human and organizational issues that occur in the ongoing operation and maintenance of intranets.
