Evaluation Action Plan for the Texas Workforce Development System

A number of important next steps are recommended to move towards a systems evaluation approach to accountability for Texas workforce development services. These recommended steps are organized into three broad phases. Phase I consists of steps to be taken immediately, i.e., before June 30, 1997. Phase II offers a series of longer-term steps to be taken from July 1997 through June 1999. And, Phase III presents steps which should be taken over the long run, between July 1999 and June 2001. This approach recognizes the immediate pressures to set in place some measures that will allow the system to respond to the elected and appointed officials who inevitably ask the straightforward questions, "Is it working?" and II Are we making a difference?"
