To address this concern, the International Telecommunications Union has developed a system of allocating "slots" to be filled by geostationary satellites. This system, alongside the development of several international treaties, has formed the basis for distributing geostationary satellite slots amongst all space-faring nations. This thesis seeks to evaluate the existing system from a philosophical point of the view, with the goal of determining areas for improvement. The primary philosophical fields referenced include territorial justice, intergenerational justice, and global justice theory, though other philosophical concepts are introduced when relevant. The key takeaway was that while the existing system is ethically permissible for a low number of space-faring nations, the system may be forced to choose between efficiency and ethicality as more space-faring nations are created. Several recommendations based on ethical theory were made to help address this issue, such as allowing advantaged nations to take on slots beyond their allocation in exchange for providing technological aid for disadvantaged nations. Applying these recommendations is not morally obligatory, but would aid the international community in addressing growing inequality in space.
