Item The power of plan integration to promote disaster resilience : an evaluation of the City of Rockport's plan network in relation to the revival of the city's downtown district(2021-05-06) Bauer, Patrick James; Paterson, Robert G.In this report I analyze the level of plan integration for reducing hazard vulnerability within the city of Rockport’s network of plans. Following the destruction of Hurricane Harvey, Rockport underwent a long recovery process in which city and county plans were updated to prepare for future disasters. These updates to Rockport’s plan network and how the updates impacted downtown districts compared to other areas of the city are the focus of this report. While individual plans within Rockport’s plan network may promote disaster resilience, it is hard to identify if the overall network consistently reduces vulnerability to hazards. To evaluate the plan network, I used the Plan Integration for Resilience Scorecard from Texas A&M University, which analyzes a plan network’s consistency to promote disaster resilience based on policy scores and levels of vulnerability (physical and social). The scorecard analysis demonstrates that vulnerability reducing policies are generally integrated throughout Rockport’s plan network. However, individual plans show a number of inconsistencies among policies. Additionally, the plan network pays more attention to the reduction of vulnerability within the downtown area compared to the most socially vulnerable neighborhoods. While updates have strengthened the plan network and promoted disaster resilience in Rockport, the city still has room to grow. The results of this analysis should inform and guide Rockport as they update their plans and policies.
