FOREWORD 

The Bur.eau of Municipal Research and Reference has been asked frequently to furnish data on the rates charged for water, 8ewerage, light and power, and telephone service in Texas cities and towns. Questionnaires were accordingly sent out to the 106 incorporated places in the State, which had in 1910 & popu­lation of 2,000 or over. Reference was also had to the annual reports of public service corporations (for 1914), which the corporations, under the provisions of chapter 33, Acts 1905, are requir.ed to file with the Secretary of State at Austin; but, while much of value was gleaned from these .reports, it has been found necessary to depend principally on the answers to the Bureau's questionnaires. 
These questionnaires were addressed in the first instance to city officials, and most of the replies received came from them. Where no information proved forthcoming from these sources, recourse was had to secretaries of chambers of commerce and in some cases to private individuals who were interested in the Bureau's work. The information thus gathered is printed here substantially as received, though as far as possible a uniform style of presentation has been aimed at. The Bureau assumes no responsibility for the accuracy of its informants' statements. It has been our effort to consult reliable persons, and to present a.ccurately the information received from them. Here we feel that our responsibility ends. We shall deem it a favor, on the other hand, to be informed of any errors or omissions in the schedules which this bulletin presents.

PUBLIC SERVICE RATES IN TEXAS CITIES 

INTRODUCTION 

This bulletin is purely informational. No attempt is made to comment on any of the rates it lists. Furthermore, its users are reminded that the equity of public utility rates cannot be judged solely from comparative tables. The possession of the facts which the following pages attempt to set forth is the es­sential first step in any intelligent consideration of Texas' public service problem. The danger is, that these facts may be used as a basis for erroneous assumptions. Probably the hardest thing, as well as the most important, to remember about public utilities is, that it is unwise and often unjust, for one city to adopt, bodily and without reason, the rates in force in another city of the same size. The following schedules are intended as an incentive and basis for investigation; for, if a city is burdened with a rate for water, or light, or some other utility, consider­ably higher than the rate for the same utility in a neighboring city, it is worth while investigating the equity of the rate. But the schedules are not intended as anything more than that. Public utility rates depend on local conditions, because the cost of producing each of the several utilities depends on local var­iable factors. The fixing of just rates in any case involves the determining of these variable factors for the particular case. This is technical work, to be performed by men who possess the requisite technical ability, and who have the interest of the city at he·art.

The last question, inserted primarily to find out what rates private water companies were charging the cities for their serv­ices, was variously interpreted by the officials of cities with municipal plants. Some of the replies gave a summary or ap­proximation of the cost of production or pumping. Most of this class of replies were too brief or too general to print, and, with one or two exceptions, they have been omitted. Other replies told the practice of the city with regard to crediting the water works or water department for water used by other city depart­ments, and making a corresponding charge against the running expenses of the respective departments. Such statements have been included in the following schedule. This explains the terms, "Free to the city," "No charge to the city," etc., occurring below. 
Where quotations of rates charged the city are made from the public service corporation reports on file in the secretary of State's office, it should be noted that the form of report reads:

It is impossible to tell from a report that follows this form, whether the amount written after the dollar sign represents solely the cost of the foregoing number of hydrants, or whether it includes also the cost of other service, such as water furnished to the city hall and jail, and to fountains and watering troughs.

Lighting rates: All charges for lighting consumed for residen­tial purposes each month shall be divided on the bill into pri­mary and secondary charges, and the methods of determining primary and secondary energy shall be as follows : The unit for measuring the amount of energy to be charged for on primary basis shall be one-fortieth of the number of socket openings to each residence served, and the number of kilo­watt hours charged for primary servioo shall be 30 times the unit thus attained ; or, in other words, the primary basis shall be, as to each residence, the first 30 hours' use in any monthly period of 50 per cent. of the connected load, the connected load being taken at 50 watts per socket opening in the premises served. All energy used by each residence in one month in excess of the energy thus charged as primary, shall be charged to the customer as secondary consumption at secondary rate

CORPORATIONS

REPORTS BY CERTAIN CORPORATIONS. 
Article 1182. Certain Corporations to Make Reports to Secretary of State.-Every corporation within this ·State owning, leasing or operat­ing in this State, in cities or towns of over twenty-five hundred popula­tion, according to the last official census of the United States, a street railway, electric lighting or power plant furnishing light or power to the public, water plant furnishing water to the public, and sewerage company furnishing sewerage to the public, shall annually, on or before the first day of March of each year, file a report with the Secretary of State, upon blank forms· to be furnished by the Secretary of State, showing the following facts: 
1. 
The authorized capital stock of such corporation, the amount or such stock that has actually been issued, and how much of such stock actually issued is common, and how much preferred, and how much is due upon unpaid stock. 

2. 
The bonded indebtedness of such corporation, and how many bonds have been actually sold, the rate of interest upon such bonds, and when such bonds mature, and the price at which such bonds were sold. 

3. 
Any other fixed lien or mortgage upon such property, and the amount thereof. 

4. 
The floating indebtedness of such corporation, including all bills payable of whatever nature. 

5. 
The value of the visible tangible property of such corporations, giving separate values of lands, machinery, buildings, tracks and equip­ment, and in gross, all bills receivable and cash on hand. 

6. 
The annual cost of operating such corporation, showing under separate items: (a) amount paid for salaries; (b) amount paid for labor; ( c) fixed charges, including interest, taxes and insurance, giving each separately; (d) amount paid for fuel; ( e) amount paid for ex­tensions, repairs and maintenance, giving each separately; (f) amount paid for claims or suits for damages; (g) amount paid for miscel­laneous expenses. 

7. 
The annual gross earnings of suchcorporation, including revenues from every source, showing by separate items amount received by de­partments, such as amount received for light, amount received for sewerage, for power, water, gas, amount received for street railway fares and tickets. (Acts 1905, p. 40, Sec. 1.) 


Article 1183. Same Subject.-The corporations mentioned in Article 1182 shall also make to the.Secretary of State, upon blanks to be fur­nished by him, reports as to the price charged the public for sewerage, gas, water, light, power, and the price charged per passenger upon street railways, and if such corporations have contracts _with cities or towns for furnishing water or light, then, the amount of such charge. (Id., Sec. 2.) 
Article 1184. Reports to Be Under Oath, Etc.-The reports provided 
Pubwc Service Rates in Texas Cities 
for in Articles 1182 and 1183 shall be under oath, and shall be made by an officer gf the corporation having knowledge of the facts, or its general manager or superintendent. (Id., Sec. 3.) 
Article 1185. Copies of Reports to Be Filed With Mayor and With County Clerk, Recorded, E.tc.-A .true copy of the reports required by the provisions of this chapter, sworn to as provided, shall be filed annually, on or before the first day of March of each year, with the mayor of the city or town where the corporation has its principal place of business; and there shall also be filed at the same time a true copy of said reports with the clerk of the county court of the county in which said corporation has its principal place of business; and the same shall be, by said clerk, delivered to the commissioners' court; and such reports shall be recorded in a properly indexed book, to be kept for the purpose. and open to the inspection of the public at all times. (Id., Sec. 4.) 
Article 1186. Penalty.-Any such corporation as described in Article 1182, which shall for thirty days wilfully fail or refuse to file the reports in the manner provided by this chapter, shall forfeit and pay to the State one hundred dollars for each and every day during which it shall continue in default; which shall be recovered by suit in a court of competent jurisdiction by the Attorney General of the State of Texas. (Id., Sec. 5.)
