MEMORANDUM FOR THE PRESIDENT 
Mid-Air Collision 
Search and rescue operations have been curtailed because of darkness, they will continue tomorrow morning. 
One of the four weapons has been located, intact, and is being guarded by Spanish and US police. The other three weapons are believed to be in the water. 
The area of the crash has been sealed off and turned over to the US Military.
