MEMORANDUM FOR THE NATIONAL SECURITY COUNCIL 
There is attached a copy of the paper which Treasury Secretary Fowler summarized during yesterday1 s National Security Council meeting on issues arising out of the Czechoslovak crisis. It gives in greater detail the Secretary's proposals for handling U.S. military balance of payments deficits in NATO countries.
