The circumstances that alk a v m good many millionaires to es- income taxes cat>' paying any have been one of the principal spurs to the tax reform bill now being shaped in Congress. In its version of the bill, the House included a minimum tax plan designed to collect about $545 million from such persons. The Senate committee revised this plan so as to cover more persons but to [nit a somewhat smaller tax bite on many of them. It also voted to apply the plan to corporations as well as individuals. Thus some large oil companies which now pay no federal to- come taxes because of various tax benefits such as the deple­ tion allowance would be required to pay a minimum levy under the Senate version. Chairman Russell B. L o n g , D-La., said Finance Committee decisions taken so far on t h e bulky tax reform bill w o u l d raise about $200 million less a year than the estimated $6.8 bil­ lion in the House version.
