ROS SUBJECT: Assistant Secretary Oliver's Attendance at NSC Meeting The NSC Meeting scheduled for noon tomorrow will discuss our policy toward the Inter-American Region. Secretary Rusk had planned to ask Assistant Secretary Oliver to present the Latin-American paper. However, Oliver is committed to attend a session beginning at 10:30 of Senator Morse's Latin-American Subcommittee. The question is whether Assistant Secretary Oliver should ask Senator Morse to excuse him at 11:45 to attend the noon NSC Meeting or whether Deputy Assistant Secretary Robert Sayre should present the Latin-American paper.
