T h a t question is, “ W h a t is best for the w e lfare of the U n iv e r s ity ? " It is quite possible for honest and intelligent men to disagree— honestly and in tellig en tly— on the answer. T h at should not be denied. But, perhaps, it should be pointed out here that there is a vast difference between “ honest men” and “ frightened m e n "— and no man is in­ telligent who allow s him self to be intim idated. On each side of the question, as it w ill be presented to the fa cu lty this afternoon, there w ill be many sincere arguments supporting one course of action or another. T h e choice between these differences must be made as an answer to the basic question, “ W h a t is best for the w elfare of the U niversity ? " Some people w ill say that an afternoon of quiet and harm ony should be considered more im portant than a decade of quiet and harm ony. They w ill vote accord­ ingly. Others w ill say that w hat is done should not be undone, that it is nobler to m ake the best of a situation than to retain a n y by-passed hopes. T h ey w ill vote ac­ cordingly. T h ere w ill be others who w ill believe that w elfa re is a lw a ys long-range, not easily seen in clear focus by short-sighted men. T h e y w ill vote accordingly. fa cu lty members should kee{) in mind that no intim idated vote is an in telligent vote. The w e lfa re of the U n iversity w ill he in good hands this afternoon, if the facu lty w ill vote with courage of conviction on the questions placed before the meeting. Irresp ective of how th ey vote, /I Vieu^xo-int The Galveston News, w h ich has long been a regular com m entator on U n iversity affairs, had some words to say this week on Dr. T. S. P ain ter's appointm ent and the conduct of students here. It presents one point of view heard frequently off campus. The U n iversity of Texas Board of Regents acted wihely arui in the best interests of the institution, in our opinion, when it tendered to Dr. Theophilus S. P a in ter the post of president of the U n iversity on a permanent basis. A quiet and unassuming man whose first love is science and the classroom rather than school administration, he did not seek the position, and it was with some reluctance that he accepted the acting presidency when the Regents ■iked him i > take over the administration of the school to straighten out the mess resulting from the dispute between the Regents and politically ambitious Dr. Homer Price Raj ne,,. During his tenure as acting president, Dr. Pain ter has given adequate proof of his ab ility as an adm inistrator and has, we believe, done a highly com- m tndahlo job of pouring oil on the troubled waters and restoring the I niversity to good standing with the accrediting agencies. National promin­ ence as an “ educator” does not necessarily carry with it that qualification by any means, as the state learned to its sorrow in the case of the ousted Dr. Rnim y. In accepting the offer, Dr. Painter ignored the hostile attitude of tim student clique which seems to be interested prim arily in keeping the I niversity in a turmoil to aid the political candidacy of one man. Although nobody would deny the students the right to expiess their views regarding the selection of a permanent presi­ dent, they should not he permitted to get the idea that they, Dr. Rainey, or any oher group can dictate the policies to be followed by those, who, under law, are charged with responsibility for efficien t administration of the school. The students' letter to Dr. P a in ter urging him not to accept the position, aside from being presumptuous, can be interpreted in only one way, as an e ffo rt to keep toe controversy at the I niversity boiling, at least until after this year’s elections, so that the Rainey-Regents issue can be kept before the public and not be ignored or forgotten in the hurly-burly It would be much more worthwhile of a Texas political campaign. if these student “ leaders’' would devote their energies to some more worthwhile project, such as the pursuit of their studies, than pro­ moting the candidacy of Dr. Rainey fo r governor, for Dr. Rainey is already on his way to becoming a “ forgotten m an” so fa r as the people of Texas are concerned. H ere’s what I have found out about the question. Since the middle of M ay, the W a r Departm ent has asked for 6,400 demobilized N a ­ tional Guard and Reserve officers to return to active duty on a volunteer basis. A n y o ffic e r who is accepted would go on du ty in the rank he held at the tim e of separation but would be su bject to any general d o w n w ard grade re a d ju stm en t. He would be su bject to overseas assignm ent. The largest p a rt of the openings are in the A rm y S e rv ic e Forces. T he A r m y G ro u n d Fo rces need 2,000 vo lunteers, and the only A ir Fo rces a llo tm en t is fo r 150 non-pilot tech n ical specialists.
