Beam, FSO-CM : Mr. Beam is a· skilled and mature diplomat with an excellent knowledge of European affairs and varied high-level experience in the Department of State. Often described as brilliant, he is a hard and thorough worker with keen political insight and sound judgment. He is highly able ,in negotiation, having infinite patience and inner toughness1 and his intellectual curiosity and obje,ctivity make him an astute observer, analyst and reporter. Beginning in 19311 with an assignment as vice consul at Geneva, Mr. Beam's Foreign Service career has been devoted mainly to political matters in Europe. Subsequent posts ranged from one end of t~e continent to the other1 including more than four years as Ambassador to Poland1 and he has also served as Deputy Assistant Secretary of State for European Affairs. Since 19611 Mr. Beamiias served as Assistant Director for International Rela ions in the u.s. Arms Control and Disarmament Agency. He is highly knowledgeable about communism and communist tactics and ts familiar with the views of neutralist nations on most issues.
