pre ents a consid rable capability on the part of the 
War aw Pact countries to detect an iapending nuclear 
strik•.by the United States and the other NATO forces. It points o t, how ver, that there still are deficiencies 
i~ the Warsaw Pact early-warning and detection systemhich hould be eli inated through cooperative Warsaw
Pact fforts.
