Subject: 	Congressional Consultation on Prospective Civil Air Negotiations with Czechoslovakia 
The Department's legislative officers have sulted during the past few days with the Leadership and key Members, regarding our intention to open discussions with the Czecho lovak Government for a new Civil Air Agreement. Attached is a detailed memorandum of the various contacts made. We feel we are in a position to assume agreement on the part of all those consulted, except Senator Bartl tt• from whom we have not heard further and hava no re on to think he is negative.
