ROSTOW THE WHITE HOUSE Subject: Message to the President from President Balaguer The Dominican Charge d'Affairs has delivered a note to the Department which expresses Dominican President Balaguer's appreciation of the President's decision allocating the unused Philippine sugar quota to the Dominican Republic. A copy of the Dominican note, with translation, is enclosed. Ambassador Crinnnins was authorized on August 30 (State's 38121, also enclosed) to acknowledge President Balaguer's original conmrunication request­ing an increased sugar allocation for the Dominican Republic, and his subsequent message of appreciation for the President's favorable decision.
