Subject: Message to the President from 
President Balaguer 

The Dominican Charge d'Affairs has delivered a note to the Department which expresses Dominican President Balaguer's appreciation of the President's decision allocating the unused Philippine sugar quota to the Dominican Republic. A copy of the Dominican note, with translation, is enclosed. 
Ambassador Crinnnins was authorized on August 30 (State's 38121, also enclosed) to acknowledge President Balaguer's original conmrunication request­ing an increased sugar allocation for the Dominican Republic, and his subsequent message of appreciation for the President's favorable decision. 
No further reply to the message contained in the Dominican Charge's note is therefore believed 
necessary.
