I have marked the key pas sages in Harriman1 s discussion with Maurer, on Vietnam. It comes to this: 
Maurer believes a possibility for negotiations exists because the U.S. and Hanoi agree that 11 the South Vietnamese people should decide their own de stiny"{see pp. 2-3); 
He agreed to undertake an initiative based on this principle. 
They got no where on the San Antonio formula.
