RO I have inquired into the current troop dispositions of those forces likely to be involved in an invasion of Romania. My conclusions are as follows: -our knowledge of actual troop locations, as opposed to home stations, is very limited. -even so, it does not yet appear that the Soviets have massed sufficient forces close enough to the borders to assure a successful invasion against organized military resistance. -on the other hand, the Romanians do not seem to have redisposed their own forces to back up their stated intention to resist invasion. -if an invasion is imminent, it is certainly not along the conservative pattern of the Czech intervention, which was carefully planned, gradually built up, and thoroughly rehearsed in place before execution.
