i ons with Cuba in commercial and transportation fieldso I ad= ded that whatever legal interpretation, or considerations of material advantage might be invoked by Spanish Government to justify this, the political consequences were bound to be very harmful to US-Spanish relations, and to the promising relat~ 1onship and spirit of the September 26th agreement betwe~n our 2 countrieso Castiella asked me to thank Secretary for his message and to assure him that he was fully aware of the issue at stakeo He wanted Secretary to know that Spanish Government wished to avoid doing anything which would impair our relations, and that he was determined to do all he could to prevent this happening.
