I called en FOR'fylIN this afternoon and delivered to him orally stater:-1e~~t authorized reference telegram. Castiella was most disappoi:1.ted and said statement really did not say· anything• . He was particularly' coDcerned with th~ phrase ''we will continue" in the last sentence of our . stat~ment. 
I tole Castiella .tcat I fran~~y did not know what else could be sail~ sir:.ce we could not guarantee the safe ,pass~ge .of the S?a.::-:ish ship nor assume responsibility of insuring that the vessel woulr.l net be attacked. Castiella said this was e political issue and he hed to have something wqich -he

I repeated . i·~-1. several ciifferent ways that I did not . believe uS could pr0vide him with any additional assurances and then I asked him what he expected US to say. He said statement would be core meaningful if word ,.continue" were elini~ated. He also suggested that it would be helpful

I gave Castiella no encouragement whatever that he could e:tpect any additional statement from US but said I would immediately·repqrt his reaction to Washi.ngton. I belie.Ve we might satisfy Castiella by telling him that phrase ~.'will contL."1ue to do" of course means that ''we will do" and that we certainly in.tend to . do every thing we ca;:i within ·the limits indicated. While a response to his request for safest routi..~g suggestions would imply a greater degree of assurance on our part than we should give, ·if there is any suggestion I could be authorized to make (such as following US three mile limit to Key West ~ri.d crossing Straits of Florida in daylight) this might restore harmony.

statement·since Minister was so obviously upset over other 
matter.
