MEMORANDUM THE WHITE HOUSE WASHINGTON C~EIPENTIAL Friday, June 23, 1967 .MEMORANDUM FOR THE PRESIDENT Rumanian Prime Minister Maurer is in New York in connection with the special UNGA, and is reported to be leaving early next week for Peking. Members of the Rumanian delegation in New York have advised US/ UN that Maurer would be pleased to meet with the President on Monday. We believe that he would also accept a Tuesday appointment, if that were more convenient for the President. In his speech to the UN in New York today, Maurer broke the East European Communist ranks by calling for a peaceful negotiated s e ttlement of the Middle East crisis by the Arabs and Israel without outside interference. He demanded an Israeli pullback to the positions of June 5, but he became the first Communist representative not to condemn Israel specifically. Rumania also gave a significant demonstration of independence from Mos cow by refusing to sign a communique issued following a Bloc meeting in Moscow on June 9. These actions are the latest in a series of Rumanian positions since 1963 showing that Rumanian foreign policy is increasingly made by considerations of national interest. I re commend that you agree in principle to meeting with Rumanian Prime Minister Maurer Tuesday, June 27, and that Secretary Rusk be authorized to so inform the Prime Minister tonight at dinner and work out a mutually convenient time for the meeting.
