I have read Nat Davis 1 s note to you and agree with him that it is a good idea. Don Hornig could help by urging Birladeanu to "join the club" and could pave the way for Birladeanu to talk to McCormick and Johnny Johnson about the actual procedures for joining, the costs of membership, technical arrangements, etc. These specific arrangements in my view should be discussed with ComSat officials and not with the U.S. Government. We have been attempting to reduce the prominent role of the U.S. Government in managing the affairs of INTELSAT and in dictating policy to ComSat.
