In view of the unanimous recomrnendation of all members of the Committee and of the XSC, I ap­prove the recommendations contained in the report with respect to conventional and nuclear war objectives. In the establishment of new conventional' war objectives, sources of emergency supply n1ay include those Free \\TorlG. nations listed by the Joint Chiefs of Staff, Dep2~rtment of Defense, as being militarily accessible, subj1;;ct to dis­counts supplied by the Joint Chiefs oi Staff fo:-poss:ble losses in transit, discou:-its by the Department of State based on political and econo1nic reliability, and discol:nts by the Ofiice of Emergency Preparedness based on oth2r national security considerations.
