NAVAL AFFAIRS. 
(This section on Naval affairs is not for broadcast or publication before Monday Sept. 11th). 
Though the Admiralty have announced no definite results of our counter measures against the U-boats beyond the possible success against one submarine minelayer, our hunting flotillas of destroyers and light craft are still active. 
During this first week of war His Majesty's ships of all types have been at sea all over the world in their task of maintaining the sea communications of the Empire. They 
have been particularly busy in the waters round about the British Isles and in the Atlantic. 
While we have incurred the loss of various merchant ships through submarine operations, many more enemy 
merchantmen have been captured or sunk, or driven to take refuge in neutral harbours in many parts of the world. 
The C;onvoy System which the Admiralty announced long before the war as one of our essential defence measures will soon be in operation, with the result that U-boat sinkings will tend to decrease. It rm.ist be realized, however, that a C'onvoy System cannot be put into operation immediately on the outbreak of war with 
ships scattered all over the face of the globe. It takes some time for the system to become fully effective. During the first week of this war there have been no 
major naval operations to be recorded. On the other side 
of the picture, howeve:.~ , there has been this intense 
a~tivity on the part ·of our smaller craft, particu].arly the destroyers, escort vessels and patrol craf~. They, like the mi:m:esweepers, have had little rest. 
Many of these smaller ships are manned by reservists, men drawn ].argely from the M.erchant Navy and the Fishing Fleets" Like the men of the Royal Navy itself, they are givimg magnificent and tireless; service:. 
Thousands of other reservists, including many pensio:mers and veterans of the last war, are serving im the larger ships of the Fle~t. Most of these men thought they had finished with the sea: for ever, and were engaged in many professions and callings on shore. They have come forward to serve again. Their keenness and spirit of self-ss:crifice have been truliy wonderful. 
But what particuliarly stands out is the gallantry of the officers and men of the M.erchant Navy, who, in' their unarmed ships, are carrying on their task of feeding and supplying this country i.n the face of the submarine peri].. Their spirit has been no l..ess magnificent tha:n that of our merchant seamen in li9!4-i8. To the$e fine men the people of Brritain and of the Empire have good reason to be grateful.. Their spirit is unquenchable. 
If, during our long history, the Royal Navy has never failed as our Sure Shield of Defence, the same may be said for the sister Sea Service. The two Sea Service:s: are imterdependent and indivisi~1e. Both are equally essential to our welfaree 
Reports have been received of unnecessary alarm being caused to tl).e public in some coastal areas owing to the practic¥1rings of H.M. Ships and coast defence batteries. 
It will be understood that practice firings are freQuently being carried out in order to keep the Fleet and the coast defences at the peak of efficiency. 
It is, of course, seldom possible to warn the general publi~ of such practice firings, since this would be likely to reveal the positions and movements of H.Mo Shipso 
MILITARY AFFAIRS. 
The War Office announces that the anti-air~raft and e,~ast defences of Britain are now fully prepared for all emergencr:ies, all keyed up and in high s-pirits. The fine weather has enabled them to put the finishing touches to their training and they have profited to the full By the opportunity for intensive work since mobilization. 
EMPIRE NEWS 
Both Canadian Houses of Parliament have voted, without amendment, the Address to the speech from the Throne. It wilI be recalled that earlier in the debate in which the Dominion House of Commons haff been conducting on Canada's contribution to the war, Mr. Mackenz;ie King, the Prime Minister, stated: 
"I have no doubt that the House will support the Government in standing beside Britain in war with Germany, but if they d~ not, they will have to find another Government." 
His Highness the suitan of Shihr and Mukalla, a large territory in the Aden Protectorate, bordering on the Indian Ocean, has givren 20,000 rupees from his State Treasury towards the war operations: of His Majesty's Government. The Goveroor of Aden has thanked him and has stated that the offer has been co:rw.veyed to the Col..onial Secretary. 
His Highliness the SulLtan of Lahe j, Premier Chief in the Western section of the Aden Protectorate~ has declared all. the re:sources: of his domain to 'b·e at the disp:osal of the British Government. 
The Kathiri Sull.tan, Ruler of a State which comprises about 60,000 sub jeets in the Eastern sectib:n of the Aden Protec.tormte, informs the King that he and his people "support the noble attitude of Great Britain" with all their power. 
"Falastin,"' the most influentia]. Arabic newspaper in Palestine, exhorts the Arabs again:· in a leading article to range themselves firmly with Great Britad.n.,. 
"The war has put all relations with Great Britain on a n.ew bas·is. We are now beginning with them in a. new problem more serious than our owne•• The Arab and Moslem peoples have already made up1their miruls to side with democracy. The Ministry once again desire to urge farmers to grow aF much barley as possible this Spring. :rrt is essential to do so if we are to reduce the amount of maize that is necessary to feed our pig population. The reason why farmers are shy o.f growing barley i~ that barley does not grow well on sour soil, but farmers will continue to get their lime at half price and every farmer who grows barley should apply lime. If he does it properly he will have no difficulty in getting a good crop of barley. 
After detailing the method of applying lime the MinistrjY summarize their advice as follows:­
1. 	Sow as much winter wheat as possible this autumn and get it sovm before the end of October. 
2o 	:Plough as much as possible of your grassland that has been down 7 years or more before the end of December and thus qualify for the £2 per acre subsidy. 
3. 	Arrange now for a big increase in the acreage of oats, barley , flax and potatoes this Spring. It is unnecessary to stress the importance of flax. Every farmer knows that every acre grown will be "1:-mnted. The Ministry know that farmers will be short of workers and implements and that is receiving attentiono Fertilizers and seeds will also be forthcoming. 
Farmers who plan now will be sure of their supplies. It may be difficult to help those who leave their planning to the last moment. 
HOME AFFAIRS. 
Sir John Anderson 9 Home Secretary and Minister of Home Security9 has a11pointed Mr. Allan Chapman9 M.P. 9 to be his Parliamentary Private Secretary. 
Mr. Chapman will also act in a similar capacity for Captain Osbert Peake 9 M.P., Parliamentary Under­secretary of State for the Home Department, in the absence of Mr. Henry Hunloke 9 M.P., on service. 
Mr. A.T. Lennox-Boyd, M.P., Parliamentary Secretary to the Ministry of Home Security has appointed Mrb J.FoE. Crowder, M.P., to b6. his Parliamentary Private Secretary. 
Th~ Ministry of Home Security has issued a statement to the effect that on account of misapprehension in the public mind they find it necessary to make it clear that the Independent Mutual War Damage Indemnity Trust Limited of King's House, Haymarket, London, S.W.l., has no official standing and is not connected irvi th any Government Deuartnent.

The requirements by the armed forces and civil defence services for vehicles have inevitably reduced the number of vehicles· at the disposal of both haulage firms and firms who use their own vehicles to convey their goodso One of tho cbjects-of the Ministry of Transport's emergency organization is to assist in meeting such difficultiesn The Minister's Order removing restrictions on carrying for hire and reward makes it possible for any goods vehicle to be used for general haulage if necessaryo Pirms accustomed to having their own vehicles entirely for their own use will realize that 9 under present conditions, if th~y lose a vehicle they cannot count on having it replaced. They will have to become buyers of road haulage if their own remaining vehicles are inadequate for essential work~ 
The way in which the orr a-1i~ation will work in thiso If a consignor requires road haulage he will f irst try to make ordinary commercial arrangements with a haulier, or~ if ho has vehicles included in a Road Transport Group? he may get the help of the Group Organizero I~ he is unable to obtain what he r equires in this way, he should ask for the help of the Sub~Dj_strict Manager for the Sub-District from which the goods are to be moved. It is essential that haulage firms and persons r equiring haulage should communicate with the appropriate Sub~District Manager, or· in cases of exceptional difficulty with the District Transpor~ Officer, and should not apply direct to the Headquarters of the

Ministry of Transport. If approach is made to the Ministry direct the applicant will have to be referred to his local Sub-District Office.

The German radio :Ls givin;g a most remarkable distortion of f.acts blf quoting the front page of tYro editions of the Daily Telegraph published on Tuursdays August 31st. The headlirres of the general news columns were alter.ed as the day's events developed and it is being suggested that these. changes were made by the order of the British Government to suppress the knowledge that the Polish G.ave.rrunent had been made fully ac.quainted of Hit].er' s demands. 
Actually t1ie news and headlines dealt with the sit'Ulat.ion as. it changed during the a~ternoon and evening of We.dnesday, August 30th9 up to which time no one in Britain or Poland (or for tha~ matter in Germany outside Herr Hitler's entourage) knew anything of the German demands, which were for the first time read out by Herr von Ribbentrop to the British Ambassador late: tho.t nighto Up to tllat moment all that anyone knew was the. general m.ture of the demands likely to be made (e. g., that, considerable Polish areas would be claimed for annexaton...,). Such claims couldj of course, be passed to Warsaw only in the most general terms for informationo 
The British White Paper has now pUlblished the whole of the corre.spondence between Mr. Chamberlain, Sir Ne.vile Henderson and Herr Hitler so that anyone. can check for himself the acc'.Uracy of any statement about the demands themselves or tne timetable of the events. 
One can admire the ingenious dishonesty with which this d.istortion. has been made but the case i.s surely an unsound one wh:L.ch depends upoin wrenching headlines from their contexts and applying them to a different situation. The story is told i:n the Dally Telegr•aph itself but it shou1.d perhaps b.e added that. the. Editor of that nevvspaper ob:serves that, no instructions were g:Lven by the British Government or by anyone else to alter or omit any j_tem of the news what.ever. 
MINISTRY OF INFORMATION No.2 10.9.39. INSURANCE OF GOODS VEHICLES. The Ministry of Transport have issued the following announcement through the Ministry of Information:­
Apprehensions have been expressed by some operators of goods. vehicles that the r ecent Order of the Minister of Transport t emporarily removing restrictions in A,B and C licences may invalidate policies of insurance covering the use of vehicles only in accordance with licence conditions under the Road and Rail Traf fic Act 1933. 
The Minister has consulted insurers and is glad to announce that they have agreed that, in order to avoid placing any obstacle in the way of the grouping arrangements, they will continue, and renew, existing policies without any general change in rates for vehicles in the Ministry groups with a waiver of the r estrictions as to use. This will be subject to a review of the position when not l ess than three months' experience of the . working of the scheme is available, and s-ubject to the application of normal under­writing principles in individual cases. This understanding would, of course, not overr:i:de the War Risks Clause in policies. 
The War Risks Clause does not invalidat e insurance cover under the Road Traffic Acts against third party risks.

The Ministry of Information announces that:­
The following letter has been addressed to the Secretary General of the League of Nations by direction of the Secretary of State for Foreign Affairs. This letter is self explanatory but it may be observed that it refe:r·.s to a statement by Viscount Halifax to the Council of the League of Nations which.was made on 23rd May last, and that this statement was concerned with the obligations which H.M.G. had felt obliged to undertake in pursuit of pacific ends. 
The references in paragraph two of this letter are respectively to the preamble of-the German-Polish Treaty of Arbitratic~. f 1925 (one of the Locarno Treaties) the Kellogg Pact, and the latest appeals of President Roosevelt 9 the Pope 9 and others. 
To 	the Secretary-General 9 League of Nations, Geneva. 
Sir, 
On the 23rd May last, Viscount Halifax made, on behalf of His Majesty's Government in the United Kingdom9 a statement to the Council of the League of Nations concerning the obligations which His Majesty's Government had felt constrained to undertake in pursuit of pacific and well defined ends. He explained that one principle was common to these obligations namely resistance to the imposition of solutions by the method of force, which, .if continued, must result in reducing civilization to anarchy and destruction. He added that everything that His Majesty's Government in the United Kingdom had done was in conformity with the spirit of the Covenant.

I am now directed by Lord Halifax to state that on the 1st September last the German Government committed an act of aggression against a member of the League of Nations. The action of the German Government was taken in disregard of the obligation, which they had accepted, to solve vvi thout recourse to force the questions which might become the cause pf division between Germany and Poland; in disregard of the obligations which the German Government had assumed towards Poland and the other signatories of the Treaty for the Renunciation of War of the 27th August, 1928; and in disregard of the appeals which had, on high authority, been addressed to the German Government t·o seek a solution of Polish-German differences by pacific means.

His Majesty's Governme:1t in the United Kingdom9 in co-operation with the French Government, had exerted their utmost influence to promote a settlement by peaceful negotiations of the matters in dispute between Germany and Pola~:J., and endeavoured, by diplomatic action, to bring the violation of Polish territory by German forces to an end. These endeavours failed9 and the action of the German Government called into play the obligations which His Majesty's Government in the United Kingdom had assumed towards Poland. These obligations, which originally resulted from the declaration made by His Majesty's Government on 31st March9 1939, were defined in the Agreement of Mutual Assistance between the United Kingdom and Poland signed in London on the 25th August, 1939.

I am therefore to inform you that, in conformity with the obligations assumed_ by His Majesty's Government in the United Kingdom and in consequence of the continuance of aggressive action by Germany against Poland., a state of vvar has existed be tween the United Kingdom and Germany since 11. O a. m. on the 3rd September 9 1939.

(ANNOUNCEMENT BY THE CHAIRMAN OF 
THE NATIONAL ASSOCIATION OF BOYS' CLUBS) 

The .National Association of Boys' Clubs, which includes 1,700 working boys' clubs in all parts of the Country is receiving many requests for guidance as to the advisability of keeping Clubs open in wartime. 
The immediate action to be taken must, of course, depend largely on local circumstances including the vulnerability of the area, and the availability of leaders and helpers. In all cases the local air wardens should be consulted about imnediate re-opening. 
It is however manifest (from a Survey recently made at the request of Government) that many urgent problems are already arising, which are likely to become more pressing as time goes on, a.Del which indicate that it is of the highest importance not to make any hasty decision to close down a boys' club organisation where it can possibly be kept in being. These problems include provision for boys migrating to centres far from their homes, or left stranded by the calling up of the father and the evacuation of the mother. Moreover the establishment of great munition factories with housing estates bare of amenities for juvenile welfare ·oresents new and critical problems, and the difficulties of the boys' club movement are increased by the commandeering of club premises however necessary this may be, for other purposes of National importance. 
Many of these problems can only be solved locally, but the National Association urges very strongly that no irrevocable step to discontinue a club should be taken, except where absolutely unavoidable, and that before any decision is taken the County Association or Federation to which the Club belongs should be consulted~ or where there is no such local organisation the advj~e of the National Association should be sought.

As previously announced 1 owners of private cars to whom additional motor spirit r ations are essential should obtain a form of application from the Post Office or Local Taxation Office from which they secure their books of coupons. 
These forms when completed should be sent to the Divisional Petroleum Officer for the area. A list of these Officer s with their addresses and the areas they cover is appended. 
Owners of cars are asked to make the fullest use of other forms of transport as additional couDons will only be issued when they can be shown t o be essential. A:c:iplications should be made by post and not in person.

The Air Ministry announces through the Ministry of information that it has vacancies for experienced pilots suj_table for employment on instructional and other flying of a non-operational nature. Age limits are 28 to 48. 
Commissions will be given immediately to suitable candi~ates who have adequate and up-to-date flying experience. " pj_lots with reserve obligations should not apply.

In conrIBction with the rationing of ~otor spirit and Diesel oil 
under the .iotor Fuel Rationing Order, 1939, arran~ements have been made to deal with the special requirements of those engaged in a;;riculture. In view of the urgent ne ce ss i ty f'o r ensurint, that agricultural use rs of motor spirit and heavy oil sh2ll be able to obtain sup,;;lies during the present rJeriod cf ha rvest wor.f~ anci ploughing, it has been d.ecided to pennit purchase for such purposes under a SJ:.;ecial licence is0ued by the Secretary for ~/lines under the Motor Fuel Rationing Order. 
Under this arrs.ne:,ement farmers will not be required to fill up special fonns f or their i rn.ruediate requirements . ·ifl1en they need to purchase petrol or Diesel fuel for the operation of a6ricultural tractors, stationary engines or other machines used in farming, the~T must satisfy the sup9lier that they are :;;erscns g,enuinely ene:,aged in agriculture and that they need the supply fo1~ agricultural v.ork a.nd no other. 'l'hey will be required to s ign a receipt for the quantity of fuel purchased on a bill head furnished by the person sellin~ the fuel. Details will be required. of thG en.tines or vehicle3 i'or which the fuel i s needed and t he name and address of the purchaser. The su pplier of the fuel will be required to produce these receipts in order to obtain replenishment of his stocks. This system also covers vans and lorries ooe rating on ac:,ricultural licences. I t does not apply t o farmers' priv&te motor cars which are dealt with under the main r ationing sc:beme or to f s rmers ' lorries operating on carriers ' licences or peni1its issued by the Hegional Transport Cormnissioners . Such vehicles are dealt with through the !~nistry of ~ransport scheme. 
11'8.:nners owning vehicles of these kinds should form or j oin grourjs under the Ministry of Transport Scheme as in the case of' ctber owners of COIIh~ercial vehicles . 
The requirements of suppliers of agricultural en~ines for the purpose of starting and delivering such enc;ines are also included in this scheme .
