The reason given is that he does not have receipts for expenditures for items which costs less than $50. This is the same problem that we faced upon submission of our original vouchers. It was also determined at that time that we had been informed that we did not need receipts for expense items which cost less than $50. Although this problem is in no way Mr. Woodcock's fault, the entire payment has been withheld as a result. Please remedy this situation as soon as possible.
