MINISTRY OF AGRICULTURE. 24/12/39 - No, 2 FOOT AND MOUTH DISEASE IN WARWICKSHIRE. The existence of Foot and Mouth Disease was confirmed yesterday amongst carcases at the City abattoir, Birmingham. An Order has been issued which is now in force prohibiting the movement except by licence of all cattle, sheep, pigs, goats and deer within approximately 15 miles of the infected place. It has not been possible for me to send a Christmas card to each member of the British Merchant Navy and Pishing Fleet as I have done to members of the Fighting Forces, because our ships are so widely scattered over the seven seas. Instead I send to each one of you this personal Christmas message of goodwill and good cheer. You are facing the special perils which in these days surround seamen with a coolness, courage and fortitude which are the admiration of us all at home, and I know that I speak not only for myself but for all your fellow countrymen when I wish you a happy Christmas and a good landfall.
