The report comprises an overview of the power sector in India, with particular attention to Bihar and Jharkhand; a comparative study of rural electrification internationally; a study of the Indian situation using diagnostic analysis, field force analysis, and governance gap analysis, based on surveys of rural electric consumers and utility staff; and a set of recommendations. The author was a Visiting Scholar at the IC² Institute in 2007-2008. |
