Title: Texas CAPCO and Economic Growth

Abstract: The CAPCO program can best be described as a strategic public/private partnership that leverages private capital to fund sustainable small business growth. The policy intent was to drive capital in ways that would overcome market failures and strive to counteract geographic and socioeconomic barriers. In order to estimate the value of CAPCO investments, an analysis was made over the total impact of the funds when they are totally invested, including job creation/retention and overal economic impact on the state's economy.
